The battle over how to balance the budget of California, currently short $24 billion dollars, is heating up as both sides flexed their muscles.
State Senate leader Darrell Steinberg, a Democrat announced earlier this week that his party will not allow some of Governor Arnold Schwarzenegger's most drastic budget proposals to get through the legislature. Later, the Governor revoked the state controller's authority to take out an emergency loan that would let the state government continue operating if the budget legislation stalled.
Steinberg and the Democrats have proposed dipping into the $4.5 billion emergency reserve fund in order to keep various welfare and health services operating.
"The purpose of a rainy-day fund is for a rainy day," Steinberg said according to the Mercury News. "And it is thunder and lightning in California right now."
The governor has called for over $16 billion in cuts from the state budget, including removing all dental benefits for people on the state's Medi-Cal low-income health insurance. This would deprive some 2.8 million people who cannot afford dental insurance on their own of access to dental care.
